Physically remove both battery connectors and clean them and the battery posts with a wire brush. Im having an issue with my battery not charging. Check to see if yuor vehicle has anything like this and if it is acting up.

The one on left is. Lets hope its not your voltage regulator, thats part of the pcm. You can hear the blower motor speed up and slow down, so it sounds to me like the voltage regulator is flaking out.
